This message has to do with user rights. Users need to be able to write to the registry. Also, users need to be able to write to the Windows System directory (i.e. ?:WINNTSYSTEM32 or ?:WTSRVSYSTEM32). Agencies should work with their vendor to make sure users have these rights.
If Terminal Services rights are set correctly, another thing to check: Go to Admin Tools, TS Configuration, Server Settings, Permission Compatibility. Make sure this is set to Terminal Services Users.
