The Windows Firewall is blocking port 3050. Make an exception in the firewall for this port. Go to Start
Go to Settings
Go to Control Panel (Switch to Classic View)
Double click on Windows Firewall
Go to Exceptions tab
Click on Add Port
Type in Interbase as the Name
Type in 3050 for the Port
Click Change Scope
My Network
Click OK until you exit the firewall.
