Custom batch files for Backup and Restore Database Tasks

If the agency has altered their backup.bat and restore.bat, create a usebatchfiles.txt file (doesn''t need anything in file) in the ?:imswinserverdatafirebird directory.  This will prevent the system from wiping out the custom changes to the batch file.
